Although, the talents' skill level includes both theoretical level and practical level, however, the education & training system and human resources skills qualification system in China still follows the traditional scheme of planned economy era containing technical titles and occupational qualification assessment and qualification system for professionals.
The technical titles qualification system for professionals led by former Ministry of Personnel is equal to professional skills level of intermediate & senior professional technicians nurtured by national higher education system. Occupational qualification system established by former Ministry of Labor and Social Security is equivalent to occupational skills level determined by the requirements of multi industries and position.
The technical titles qualification system for professionals is divided into junior title, intermediate title and senior title.
The occupational qualification system is classified to junior qualification, intermediate qualification and senior qualification.
In these two categories, professional skills title system focus on the theoretical research level of brainworker. Occupational qualification system covers industries roundly specializing actual practice level of each kind of particular occupation. In fact, usually it takes at least 10-15 years to achieve senior professional title or senior occupational qualification through the process of systematically accomplishment of professional learning towards employment.
According to "Chinese Talents Development Report",by end of 2005, there are 30 million professional skilled talents and more than 70 million technical skilled laborers in China. Among them, 17.024 million people with junior titles accounts for 56.7%, 10.684 million people with intermediate titles process 60% and 2.336 million people with senior titles is 7.8% in technical titles qualification system. On the other hand, junior mechanics is 42 million with proportion of 60%; intermediate mechanics is 25.2 million with proportion of 36% and senior mechanic and above is 2.8 million with proportion of 3.9% including technician and senior technician.
From the angle of multinational recruitment, China's human resources has obvious feature in stead of great difference in their skills level compared to other countries.
In the field of professional talents, Chinese professionals have such weakness as poor foreign language communicative competence and inadequate innovation ability etc, but they take great advantages of solid basic knowledge, round working skills, strong ability to work independently and decent work attitude.
In technical and skilled laborer field, Chinese skilled worker also has language barrier, however, they gain the worldwide recognition of global employer due to their tolerance of hardship, skilled workmanship, independence of working and so on.
