Main functions: to draw out and carry out outward economic cooperation policy; manage and supervise outward economic cooperation, such as the outward investment, external labor cooperation, design and consultant in accordance with the relevant laws and provisions; to draw out management policy of national exit employment; responsible for the relevant duties of legitimate rights protection of outward laborers and job seekers working abroad; to examine and verify the qualifications of enterprises and their investing overseas to set up business. Responsible for stating the direct overseas investment, undertaking the overseas projects and labor cooperation.

Main functions:
Responsible for exchange and cooperation of labor and social insurance
To organize and participate the activities and work relative to the ILO and other relevant international organizations. To manage the bilateral and multilateral exchange and cooperation among governments, non-government and international economic rescue organizations. Responsible for outward technical cooperation and exchange of talented personnel. Responsible for foreign propaganda of the Ministry, to verify and deal with international labor pact and agreements.
